?. INTRODUION

 

1.1 General Review of ASEAN Oil Spill Response Action Plan (OSRAP)

 

Objectives

 

ASEAN OSRAP ( Oil Spill Response Action Plan ) was designated to enhance the ability of a country to respond to a spill which may be beyond that country's national capability. The objective of the ASEAN OSRAP is therefore, to provide cooperative plan for mutual assisstance from Member States and organizations in the event of a major oil spill incident which exceeds the response capability of the national government.

 

The Cooperative ASEAN OSRAP which combine the response capability of the member countries will strengthen the ability to respond to major oil spills in the region.

 

Organization

 

The ASEAN Focal Point Agency for the administration of the ASEAN Oil Spill Response Action Plan, as approved during the 10th meeting of ASEAN Expert Group on the Environment (AEGE ) Committee is the Indonesian Environmental Impact Management Agency (BAPEDAL, Indonesia abbreviation) as the delegated agency by the Ministry of State for Population and the Environment.

 

The Focal Point Agency will be reponsible for the ongoing administration od the ASEAN OSRAP. As changes, deletion or amendements occur to the OSRAP and its Annexes, the Focal Point Agency will be the central adminstration body responsible for keeping the current copies held by the Official Holders, of Record of the OSRAP. The Focal Point will receive and distribute changes to the Official Holders of Record of the OSRAP.

 

Each National Lead Agency will submit a list of maximum three (3) persons and/or agencies who will be considered as Official Holders of Record of the ASEAN OSRAP to the Focal Point.

 

The National Lead Agency is designated in the National Contingency Plan of each country and, for the purposes of the ASEAN OSRAP, will be the agency that initiates and receives oil spill information directly from National Lead Agency of other member countries in the event a major oil spill occurs.

 

Each National Support Agency will be the organization that normally responds to an oil spill during times of emergency. The duties and responsibility of the Support Agency are describe in each country's National Contingency Plan. Protocol for the ASEAN OSRAP is for communications between Lead Agencies only. However, in the event communications can not be established directly between Lead Agencies, routeing should be directly to the Support Agency.
